Before arrival and documents
Ordinary passport valid at least six months from entry AND a valid residence permit from the US, an EU member state, UK, Singapore, Japan, South Korea, Australia, New Zealand or Canada. The qualifying-nationality and residence-permit conditions also apply to accompanying family members.
Conditions and evidence
This is a conditional visa-on-arrival alternative, not a blanket admission ban and not ordinary passport-only VOA access. The 14-day visa may be extended once; the 60-day visa is not extendable. Baseline without a qualifying residence permit has not been established here.
